Kempinski Ciragan would be an excellent choice. It would be my first choice. I attended a cocktail reception there 3 years ago and the ambiance is great (right on the Bosphorus). Turkish delight registered as Cypriot "lokoumi"

This happened with baklava a few years ago, too. But I am not sure if baklava is officially registered in the EU as Greek. The city of Adana got wise and officially trademarked "Adana kebap" before that could be officially registered as "souvlaki" in the EU. :)
