We are traveling with three children 11, 9 and 7. Our experience in Ankara, Cappadocia and Istanbul has been that we haven't needed a ticket for the 7 year old for anything except the bus. For museum tours, subways, trams, etc. he has been welcome to duck under the turnstile.
Also, in Istanbul we have been using one Akbil for the whole family. The only disadvantage of this system has been that if you transfer between two kinds of transportation within a limited period of time (I think about 45 minutes) the transfer is usually free, but if you are all traveling with one Akbil pass, only the first person in the group gets the free tranfer. If you will be transferring frequently, it might be worth it to get multiple passes, but so far it hasn't cost us much extra.
