The Google Map also shows some installations at the summit, including what look to me like radar domes. It may be that, motorbike or not, one might not be allowed to get all the way to the summit without special permission from military or civil authorities (probably unobtainable).

Yes, I would see what they say in Zeytinli but probably restricted.

There's a mountain near Karaman that has a military installation on top, but also with Hittte carvings:
