Sirkeci, the district between Sultanahmet and SirkeciRailway Station in Istanbul, has a half-dozen 4- and 5-star hotels in addition to its cheaper places.
All are within a 10-minute of Gülhane Park and the Archeological Museums, and only a few more minutes from Topkapı Palace, Sultanahmet and the Hippodrome. They're also near the Eminönü ferry docks, Galata Bridge, the Golden Horn, and Egyptian (Spice) Bazaar.
Lots of restaurants are right near the hotels.
